So long as you're using the same Apple iTunes account that you used to purchase the songs before, you will not be charged. Proceed to purchase the track and confirm buy. Apple will detect that you have purchased the songs before and will not charge you to download the track for free. Make sure you are using the same iTunes account that you used to purchase the songs before.
